Shark repellent you can get by pulling a map quest in seville (appraisal r1 needed). The map is in Athens Northwest. You would need to do about 20-22 of these maps. You can also fight Filibushers (lvl26) in South American North Plateau. Both ways take quite a bit of time.

The alternative is to buy 4 agate hair ornaments which cost a total of 20m per member which is likely to take less time.
