To refine skills

you need to be base r15 in the skill you want to refine and talk to the respective GuildMaster in St.Petersburg.

Refining the skill puts you back to base r1 in that skill but with a permanent +2 bonus and ranking up you only need 80% proficiency.

Refined skills once ranked up again can save you some job changes as you will be r10+2 in any job.

Also refining a skill gives you some bonus. For refined crafting skills you have a chance to use less materials and also you get a higher chance for great successes.
